Ethics reform is a prickly subject on Utah's Capitol Hill. Lawmakers say they're not doing anything wrong, so they don't need to change the rules. Critics say the current system is so loose, there's a pervasive perception of impropriety.

Once again, the issue will make an appearance during the upcoming legislative session - but for any proposal to make it through the process will take a lot of political will.
