In the current period of robust economic growth, if anyone is noticing, we have a "skills" shortage, not just a "labor" shortage. The perceived value of our workforce to prospective high-paying employers continues to diminish, because they can't find the labor-skills matches they want. We need to direct funding toward the science/mathematics specialties, which "match" the demand for jobs in Professional/Scientific/Technical sectors. It doesn't happen overnight; sowing the seeds of K-12 and USTAR will get us there.
