What Next for Vouchers?

(KCPW News) The likelihood of a referendum on school vouchers in Utah has created a series of confusing "what if?" scenarios for both sides of the issue - and for the bureaucrats who are supposed to implement the program. Governor Huntsman has further complicated the matter by indicating, through a spokesperson, that he may wait until next year, rather than call a special election to deal with the referendum. KCPW's Julie Rose has this explanation of what happens next:
