(KCPW News) The Salt Lake County Council gave Sheriff Jim Winder the green light to start preparing the vacant Oxbow Jail to house 184 low-to-moderate risk inmates enrolled in special treatment programs designed to reduce recidivism rates. The plan is intended to relieve the near-capacity main county jail. KCPW's Elizabeth Ziegler toured both jails last week with Sheriff Winder, and files this report:

 

The jail's booking room is perhaps the most impacted by overcrowding. Tune in later this week for a follow-up report on the jail's revolving door, where roughly 800 people a month are photographed, fingerprinted, processed and released - without spending any time behind bars. These overcrowding releases are the focus of KCPW's Elizabeth Ziegler next report on Salt Lake County corrections.
